Hello , what does 'flicker' mean in this context This is from Chicagotribune.com . I know that 'to flicker' means something like 'to twinkle' but here I cannot come up with any idea what it can mean .

Tax breaks flicker to life
Gov. Rod Blagojevich and his daughter, Amy, appear on the set of "The Break-Up" with actor Vince Vaughn and local officials at Rockwell Street and Barry Avenue. Blagojevich signed tax incentives to increase movie and TV production in the state.

A fire is started with a small flicker of light. When someone dies, we refer to the last flicker of life disappearing. Hence, flickering refers to that point where it is uncertain whether the fire will catch or die. To say that the tax breaks flicker to life implies that their sustainability is still uncertain.
